The article bases on the theory of industrial organization and analyzes the condition of the Chinese bank industrial organization, then with reference to the system of the modern commercial bank in the mature market-economy we try to find a regime that can promote the development of the Chinese bank industrial organization. The article points out, the process of rationalizing the Chinese bank industrial organization must be to promote the development of Quasi-market organization by the push of the interest groups on the condition of keeping the market construction "The oligarch predominate, the big, medium, small coexist". The article recommends the paths, as follows: in the first place, the state-owned banks turn to found the joint-stock commercial banks by holding the most shares, secondly, the small and medium commercial banks establish the bank strategic alliance, finally, the new interest groups of the private capital build up the private banks by means of property reform. We believe the measures can realize the rationalization of the Chinese bank industrial organization and the development of Quasi-market organization can promote the cooperation between our banks instead of classic competition, so as to realize the banks' behavioral rationalization in the market, and this also can promote the commercial degree in the Chinese bank industry and increase the competition ability of the whole bank industry.
