National monopoly industry is one of the important forces in our national economy. It is significant to manage the National monopoly industry for oureconomic development and improving life level. It is about twenty years since Tobacco industry come into the world. Now it is confronted with great concussion from internal and external market. It is one of the important problems to survive and develop in the new circumstance.This paper discusses key problems of human resource management reformation during government-enterprise breakaway and market reformation of the LiuAn City Tobacco Company. That is how to build competitive human resource management system. This paper first discusses researchful purpose and theoretical base. Then this paper analyses the background of human resource management reformation of LiuAn City Tobacco Company in chapter 1. This paper mainly analyses the human resource management status of LiuAn City Tobacco Company in chapter 2.
