Judicial justice is the first value orientation of modern ruling of law and it is an important sign to judicial standard and conditions of a country. Its content includes the justice in judicial result and procedure. Judicial justice is the basic requirement and value goal of the judicial system and the judicial system is the basic form and essential assurance to realize judicial justice.In China, the basic reason for impeding the realization of judicial justice is the judicial corruption, while the basic reason for judicial corruption is the lack, dissimilation and confusion in judicial system. In detail, there are mainly four aspects: (1) The People's court is at the subsidiary position and is only regarded as a tool in the governmental structure. (2) There is a contradiction between the present judicial administrative system and the principle of judicial independence that is formulated in the Constitution. (3) The administration in courts violates the basic rule of judiciary activity. (4) The present system of selecting judges cannot meet the requirement of obtaining high quality judges.In order to restrain judicial corruption and achieve judicial justice, it is the only effective way to deepen reform and propel innovation in judicial system. It must be embodied in the judicial system that the People's Count places on trial independently and impartially. Here are the concrete measures: Firstly, we must reform and innovate the present court system to assure judicial justice systematically. Secondly, we must reform and innovate the present judge system to obtain high quality judges. Thirdly, we must reform and innovate the present litigation system so that we can assure judicial justice from judicial procedure. Fourthly, we must reform and innovate the present testimony system so that we can assure judicial justice rationally. Fifthly, we must reform and innovate the present system that is used to supervise the judiciary and it is the supplementary system of realizing judicial justice.
