The public sector and private sector are two kinds of the society organizations with completely different nature. But in recent years, these two kinds of organizations learning from each other have never been interrupted. Many theories about incentives that developing in modern western have been widely used in the human resources management of private sector, improving the people's work enthusiasm and stimulating their spirit of innovation, improving the production efficiency of organization to a large extent. However, issues about incentives in human resources management of the public sector have always been neglected and seriously affected their efficiency and organizational goals for a long time because of its nature, human resources management system and the special nature.There is no doubt that "incentive" is the core of human resources management of organization and process that mobilizing people's initiative. The incentive mechanism of human resource management is not only regarded of the major operating mechanism but also a great magic weapon in enhancing organizational efficiency and vitality. For the public sector and private sector, the incentive mechanism of human resource management there are a common and differences, there are also the possibility of learning from each other. For this, the paper begins on the basis of completely comparative analysis and the incentive mechanism of human resource management in public sector and private sector, including the general ideas and specific ways of learning each other, and building the incentive mechanism of the application for organization in human resource management.
