Along with personnel system reform of our country’s public sector unceasing deepening, the establishment of a scientific and rational incentive mechanism of human resources has become one of the problems to be solved for the public sector. since a Long-term, as a result of competition mechanism, evaluation mechanism and withdrawing mechanism of our country public sector are not perfect, so that our country public sector jobs are called permanent, unbreakable "golden rice bowl";It is just because of this lifelong, not only into the public sector employment system, leaving the public sector employees’ oppressive sense is generally not strong, working enthusiasm is not high, and are easy to produce a "muddle along" negative thinking, eventually leading to low running efficiency in the public sector.In recent years, some big cities in our country such as Shenzhen have carried out to establish a "contract of civil servant system", try to break the civil servant ’lifelong golden rice bowl", but in the reform process, problems of unequal pay for equal work and unfair prospects of promotion are obvious. In recent decades, modern human resources management system of private sector is become more and more perfect, This article attempts to research the relatively mature incentive system from the private incentive mechanism, put public choice theory as the theoretical basis of this paper, and think that the public sector employees and private sector employees accord with the "rational economic man" hypothesis. Based on this point "rational economic person", the article attempts to seek the same incentive system for public sector from the private sector incentive system,through the otherness contrast between the public sector and private sector, do feasibility analysis of related to the private sector incentive system applied to public sector, attempts to improve some parts of the private sector incentive system, in order to "transplant" to the public sector and play an incentive role.
