Cadre lalour is an important part of superstructure and Party Constructing.The institution construction cannot compare with the situation that socialist marketing economy and democracy are further evolving.Therefore the innovation on institution constructing is in urgent need.The study on cadre system from this angle of view(i.e.innovation on instituton constructing) is a great realistic thesis.Pressing on such characteristic as prefigure,presentability,and practicability,this article provides the discussion about cadre system innovation's significance,guideline,principle and direction which compare with present cadre system innovation practice on the base of concluding and seeing about the experience of institution constructing;the concrete design about the innovation on the analysis of some problems;the external circumstance an guarantee of institution constructing.
