Researches Into Constructing RIS Based On Knowledge Flows--Disscuss Optimizing RIS In Suzhou Synchronously

With the Globalization course going forward constantly, the character of regionalization is increasely notable. Regional capacity has become the deciding factor for regional economy to achieve advantage and it is the powerful embodiment of the regional competitors participating in competition. After China acceded to WTO, affronting more drastic competition, we should develop regional economy. Constituting one-class RIS for our country to participate in international competition is functionary in theory and practice.Firstly, the meaning of RIS is definituded and correlative concepts are distinguished in the paper. New Industrial Divide appears, globalization trend is furious, Knowledge Econmy arrives, all these make of the background of RIS. The origin in theory of RIS mostly is the theory of National Innovation System, modernistic regional development, New Industrial Divide.The character of knowledge, the disequilibrium of knowledge resource among different main body, the driving of specialization dividing the work and other factors lead to regional knowledge flows. Regional knowledge flows and RIS interplay and affect one another. One side, the straight way of the knowledge flows supplies the guarantee of the perfect RIS. On the other side, the perfect RIS will produce positive effect, in favor of knowledge flows.After analyzing emphatically the status in quo inSuzhou RIS knowledge flows and the problems,the paper analyzes the status in quo in internal and external typical district RIS based on knowledge flows, At last, the basal notion to optimize Suzhou RIS and countermeasure are brought forward.Fabricating RIS makes regional economy and social development go into systemic circulative orbit, immits energy for the development of regional economy, and it is useful of optimizing National Innovation System and instructing district science and technology.
