Our Government To Promote The Development Of The Venture Capital Industry Countermeasures

The characteristics of" high investment, high risk , high repayment " of venture capital have determined that the government has positive impetus in its development, especially on the initial stage of venture capital, the government is shouldering responsibilities such as providing funds , policy guide and law construction etc. Our country is at initial stage of venture capital industry's development, and under the background of the economic globalization, our country deepens the economic system reform further, proposes taking the new developing industrialized road. In addition, the accession to the WTO makes our country face the new economic situation too. Under the new economic background this paper discusses how should our government give full play to promote the development of venture capital.It's necessary for our government to promote the development of venture capital in the new period. This paper proves the necessities from three respects: first, venture capital has important function of bringing about an advance in economy, second, venture capital has important function of promoting our country's new-type industrialized road, third, the characteristic and development of venture capital need government's essential intervention and guide.And our government has promoted the function on the development of venture capital in the recent ten years. This paper affirms the positive role of our government from four respects , such as fund input, establishment of the venture capital firm and introduction of the foreign venture capital etc. Then analyses the deviation on venture capital of our government from three respects.Foreign governments have promoted the function on the development of venture capital. This paper uses the method of comparison to analyse foreign government's function, On this basis, it sums up the experience for our government.In the end, this paper is about promoting our government's function further on the development of venture capital. It expounds the new background our country is facing in the present stage on this basis , orient the role of our government on the development of venture capital.This paper argues that the government must establish and improve the system of modern property right , and use a series of policy means, create and improve the policy, law , market , talent and social cultural environment , offer the essential system for the sound development of venture capital in our country.
