Jilin Building Science Province, Study

In 1995, Jilin Provincial Party Committee and Jilin Provincial Government promulgate "The Decision on Implementing the Strategy of Revitalizing the Province though Science and Education, Accelerating the Advance of Technology". The 2th Plenary Session of the 7th Jilin Provincial Party Committee and the 8th Congress of the Party's Representative of Jilin Province makes the strategy of revitalizing the province through science and education as the strategic measure to guiding the development of Jilin province. And the 2th Plenary Session of the 8th Jilin Provincial Party Committee advocates to give a full play of our advantages and outstanding characteristics, build Jilin province into an industrialized, scientific-and-well-balanced and ecological province, and take a new industrial road. According to the theory that science and technology constitute the primary productive force, to construct a province of science and technology, is right to depend on advancing technology and promoting workers' quality to develop the economic society of Jilin province. From the angle of the knowledge- economy theory that technology creates wealth, this paper, by the substantial evidence analysis method, emphatically analyzes the developing tasks faced by Jilin province, the advantaged condition and the faced challenge of constructing a province of science and education, research the essential connotation, the basic thought and the index system of the construction, research the aim, the implementing principles and the implementing steps of the construction, and research the focal tasks, the countermeasures of the construction. Because of the closely combination with the practice of the Jilin province, part of the researches have been use to lead the construction of a province of science and education.This paper is divided into 8 parts:Part Ⅰ Starting with analyzing contradiction in the system and structure of Jilin province, discuss the major practical problem in constructing a comprehensive well-off society.Part Ⅱ From the angle of the surplus-value theory and the theory that science and technology constitute the primary productive force, discuss the inevitable way to resuscitate the old industrial bases like the Northeast is to construct a province of science and education.Part Ⅲ From the angle of the reform and development of technology, the technological contribution to the economic construction and the national technological strategy, analyze the advantaged condition of the construction of a province of science and education through a large of researches.Part Ⅳ From the angle of the reform and development of technology, analyze the symptomatic disadvantages of constructing a province of science and education.Part Ⅴ Combining with practical necessity of Jilin province, discuss the essential connotation, the basic thought and the examination index system which establish the theoretical base for founding the responsible system of the aim of constructing a province of science and education. Part Ⅵ Starting with the aim of resuscitating the old industrial bases like the Northeast, propose the principles, the aim and the implementing steps of constructing a province of science and education.Part Ⅶ In the policy "Have for, have not for", propose that the focal task of constructing a province of science and education is to emphatically implement the five technological projects which have the abundant economic connotation: the Innovating Project of High and New Technology, the Constructing Project of Science and Technology Hatching Machine, the Talent Adding Project of High Science and Technology, the Constructing Project of Science and Technology Platform in Basic Condition, and the Popularizing Project of Science and Technology.
