Since The Reform And Opening Up Of Agricultural Land System Research

The reform of China's farmland system in 1970's which implements the system of family-united production contracted duty has gained biggish systematical performance.As a systematical innovation mainly to solve the problem of the system of farmland management, however, it doesn't and won't be able to solve all the problems of the agricultural increase and it has quit a lot of unsolved problems from the lay of farmland system.Encircling the changes of our farmland system, there are three representative points of view formed by the theoretic circles since the mid of 1980's. The first one holds that we should use the state-owned system to replace the collectivity system. The second one thinks we should use privately owned system to take place of the collectivity system, while the third one wants to stick to the collectivity system and perfect it meanwhile. On the basis of the family-united contracted duty system, our farmland utilizing system has come forth several new forms in practice: the system of two kinds of farmlands, the dealing in on a large scale, the auction of the usufruct of four kinds of deserted farmlands and the system of stock cooperation of farmland and so on. The above forms provide new content and experiences for the innovation of our farmland system. Due to China's vast land and its notable distinction of each part, the reform of farmland system has to consider the actual conditions of different areas and promote it according to different stages and emphases.In my opinion, we should design the policy goal of our farmland property right with a both equity and efficiency principle. The reform of it should pay much attention to the following: we should further make the bound of the farmland's usufruct clear; we should establish the system of the farmland's property right on the basis of villages and with the towns as a whole; we should strength and stabilize the relationships of the farmers' contracts; we should found an efficient mechanism of the fluidity and shift of the farmland; we should improve the efficiency of farmland's collocation and set up a new frame of farmland's law system.
