After the desegregations of the Soviet Union, the replaced Russian Federation changed dramatically both in its constitution and policy. The reform of its legal system, taking the Constitution as a center, started gradually. The Russian Federation Law of Administration, put into effect on July 1st, 2002, is a production of the legislature system's reform and consummation. Keeping the basic and principle items of the 1978 Soviet Union Law of Administration, the new law added many new contents to meet the changing period's political and economic need in Russia.The new and old laws changed. Russian administrative responsibility system, which centering the administration law, also changed. It draws the writer's attention about its detailed changes in the law's theory and system, to find out the reasons that caused the changes, to organize the development of the administrative responsibility system and find out the shortages that need to be amended during the system's development. |
