The performance appraisal is very important in the enterprise management. It is the foundation of human resources management. At present a problem that needs imminently solving is setting up the performance appraisal system of the tobacco enterprise. The methods of the performance appraisal directly influence the result and examine and correctness of the appraisal. Traditional performance appraisal can't already meet the needs of modern management .So more and more enterprises seek the new performance appraisal methods. Management by objectives is the management philosophy that emphasizes participating in management, determines the staff member's performance objective through the superior and the subordinate discussing and carry on self-control and self-appraisal, in order to encourage staff member and raise efficiency. The text studies how to realize the performance appraisal led by management by objectives.The performance appraisal led by management by objectives combines MBO with performance appraisal. It carries on the performance management in the course of program, execution, check and feedback of MBO and forms closed loop. On the base of controlling and managing key flows, it fully exerts the function of guidance and encouragement, improves the work vigor and realizes the unity of work and management. Compared with the traditional performance appraisal, it can realize the 360?performance appraisal and reflect staffs achievement from different angles. The appraisal result is more just, true, objective, accurate and credible. In the traditional performance appraisal, the staff only receives the direct higher authorities' appraisal. Prejudice and unilateral feedback often lead to unfair appraisal. This bests the staffs enthusiasm greatly.Trough a county tobacco company, this text studies and analyzes the performance appraisal led by management by objectives and proposes analyzing the result by PDCA of the quality management. Through the performance appraisal led by MBO, the enterprise realizes responsibility put in place, clear assessment criteria and correct economic target. The enterprise sets up the perfect performance appraisal system and PDCA guarantees efficiency and veracity of performance appraisal.
