With the passing and issuing of Decision on the Several Problems about State-owed Enterprise (SOE) Reformation and Development by Central Committee of Communist Party of China (CPC) on the Forth Plenary Session of the Fifteenth Central Committee of the Party, the tide of SOE further restructuring swept across the country. After the major objective and guiding principle of national reformation was decided, large-scale reorganization and readjustment was carried out in petroleum industry. As a result, regional management of upstream and downstream integration for CNPC, SINOPEC and CNOOC were realized and core business listed abroad. For the reorganized non-core enterprises of CNPC, how to transit seedily and create a new prospect during the internationalized development period of national markets is the most important task. This thesis aims at investigating the practical problems faced by the non-cored enterprise of Dagang Oilfield during the present organization design and transformation period under the direction of Organization Design and Transformation Theory. The research consists of three parts:Part I (Chapter 1- Chapter 2) summarizes the basic theory, various ideas and measures on organization design and transformation briefly, clearly, systematically and completely. Chapter 1 is the introduction, which includes the problem proposing, the research situation at home and abroad, the research objective, intention, the research idea and main contents. Chapter 2 introduces the basic concepts of the organization and the current organizational structure types, and analyzes the environmental factors influencing organization design and transformation. The internal factors and the corresponding organization are also discussed in this Chapter and dynamic models for organizational transformation are given in the end. Part 1 focuses on theory study, which is the fragment for the whole thesis.Part II (Chapter 3 - Chapter 4) mainly discusses the organizational reformation of the successful national and international enterprises and the organizational structure types of international petroleum enterprises , then concludes some inspiring ideas and measures. At the same time, a brief introduction on the organizational structure of Dagang Oilfield is given. On the basis of the above study, the organizational structure characteristics for thenon-core enterprise of Dagang oilfield is analyzed.Part III (Chapter 5 - Chapter 6) studies the practical problems of the organization transformation faced by Dagang oilfield. In this part, Chapter 5 analyzes the internal and external factors effecting on the organization transformation of non-core enterprise, which consists of internal resources, markets distribution and enterprise strategy and so on. According to the internal and external factors, the organization characteristics adaptive to the environment are discussed and the organizational transformation plan for non-core enterprise of Dagang Oilfield is proposed in Chapter 6.
