In this paper, we treat ShenYang North Area civil servants as the research object andresearch on the incentive problem existing in ShenYang North Area civil servants,including the low turnover performance effect, deterioration of the mental health effect,effect, listless attitude effect and complicated interpersonal relationship, etc. Through theanalysis of the motivating factors of ShenYang North Area civil servants in theapplication of incentive, we draw conclusions about ShenYang North Area civil servants’problem in terms of what factors must be considered to increase their job satisfaction inorder to improve the civil servants’ working performance in the end.The paper is divided into four parts. The first part is to describe the basicinformation including the background information, research topic, research purpose,research value, literature reviews, creativity of this paper and the research methodology,etc. Then the second part describes the problems of motivating the civil servants inShenYang North Area such as the low level of wages, large salaries gap, difficulty of jobpromotion, few training opportunities, performance appraisal system and so on. The thirdpart analyses the motivating problems with the help of the two-factor theory. In the end,the fourth part discusses countermeasures to resolve the incentive problems mentionedbefore, namely eliminating the unfair salary distribution factors, reforming the civilservice job promotion mechanism, improving supervision, strengthening job training forcivil servant as well as establishing a scientific problem-solving performance.In this paper, literature research, theoretical analysis, empirical analysis, surveys andother methods are used to study ShenYang North Area incentives. Under the frameworkof the two-factor theory, it is hoped to find out the reasons behind the ShenYang NorthArea incentives problems and put forward specific ideas and suggestions to solve theproblems. This is a two-factor theory attempt in the field of civil service. It is hoped thatsome reference to other grassroots civil servants management can be therefore provided.
