With reformation and open-up of china, the country began to brew high-technology development zone inl980s. In the past more than twenty years, the high-technology development zone got notable development, and made positive influence to the development of science or technology economy society. By way of advance high technology development zone, the science ministry brought forward the strategy of "the second found " at the end of 20th century, and called for the high-technology development zones to emphasize to build soft-environment from hard-environment building. Therefore how to build soft-environment comes face to the most high-technology development zones. But up to now, there is little scholar to study soft-environment, especially about the appraisement of soft-environment. The paper is to solve this problem.The paper takes up to study how to build soft-environment, and based on the study about soft-environment and investment environment as well as region innovation environment of scholar domestic and foreign, sum up the inscape of soft-environment. Then by import the theory of customer-satisfaction, the appraisement system of soft-environment is built. It proves to have good availability and credit. In addition, this paper also shows the use of appraisement system, and draws some conclusions. The whole study is based on data from investigation about high-technology firms, furthermore many scholars and professors is consulted and some other action is taken in the investigation to keep the data veracity.By use of the appraisement system and questionnaire, the paper carries through empirical studies about lots of high-technology firms located in Hangzhou high-technology development zone, and mainly resolves the problems as follow:1. The soft-environment does have impact on the performance of high-technology firms, in fact it influences the satisfaction about soft-environment of these firms first and then affects the performance of those firms.2. The firms being different type of enterprise and different seedtime have different demand of soft-environment, henceforth the high-technology development zones should build soft-environment according to the demand of these firms.3. It carries through the appraisement of soft-environment of Hangzhou high-technology development zone, and draws some key factor about soft-environment.Based on these opinions above, the paper brings forward some advice and counter-measure for Hangzhou high-technology development zone about how to build soft-environment.
