| High-new zones of china have acquired great achievements through the development of 20 years. But the further development of high-new zones also are faced with many problems such as low-level industry association, small scale and limited radiation effect etc. To resolve the problems, the government must adopt many radical measures. There are many theories concerned with the development of new-high zones, however, the core theory is the theory about industrial cluster .New-high areas as districts and carriers of economy must fuse the intrinsic mechanism and theory of industrial cluster in order to implement root development, which is the only one way to promote the development and generate a qualitative leap. First we must associate the theory of industrial cluster with the development of new-high zones. This point is neither rarely mentioned nor explained enough explicitly. In addition we did not attach sufficient emphasis to this point in the past. This article poses the concept of industrial cluster in the new-high zones and argues that new-high zones should refer to the theory of industrial cluster extensively and take it as the instructive core theory to fulfill the further development of new-high zones. The writer apply the systematic view to the development of industrial cluster in the high-new zones. Thisarticle suggests using systematic view and methods to research and analyze industrial cluster of high-new areas, thereby integrating high-new areas,industrial cluster theory and systematic into a whole entity. On the basis of it , this article come up with the concept enterprise cluster system about high-new areas. In addition, this article make deep and intensive research about the structure and relations with external system of enterprise cluster in the high-new areas. This article also points out that the direction of new-high areas is to form a kind of self-organized system, thence poses some systematic strategies.
