| For more than two decades, as far as the general standard is concerned, the state-owned hotels of our country have greatly improved through learning administrative skills and experience from foreign countries. But compared with foreign-owned hotels, our business performances still have great disparity with them. The business performance is a result of the comprehensive function of numerous factors, including management mode, clients' network construction and human resources level. But the basic reason lies in the system of the enterprise. An efficient economic organization is the key to economic growth. Though the establishment of the socialist market economy system has built a favorable external environment for the further development of the hotel industry, lots of enterprises are still worried about the difficulties existing for many years. In spite of the correct direction of annexation and reorganization of some enterprises, their operation cannot free completely from the administrative decree and the planned economy. Therefore, there are not many successful cases, let alone mentioning them in the same breath with entirely commercial reorganization and annexation in the world. The system is the very reason why not all the state-owned hotels are pursuing the same goal of standardized management and profit maximization. This thesis employs the theory of system economics to analyze the institutional innovation of state-owned hotels of our country, as well as the necessity and feasibility of carrying on such innovation, particularly the difficulties of that of the property right system, and put forward some suggestions of improving and perfecting the property right management system and the corporate governance structure. It's also pointed out that, in a present situation that the market mechanism is still far from perfection, the organization of hotel groups under the leadership of the government is regarded as a route choice of effective state-owned hotel institutional innovation. |
