Positive Research For Police Performance Evaluation System Based On Balanced Scorecard

With entering into the World Trade Organization (WTO), the Chinese government faces the greatest challenge. To apply governmental management with international standard and improving government performance become the main tasks at present. The Police office is a very important department of the government. As self-enclosed and outdated concepts, the Police attach great importance to management and neglect services for a long time, and result in inefficient work. It is the focus of Police public management reform to transform police functions, update Police concepts and improve Police performance.The Balanced Scorecard, invented by R. S. Kaplan and David Norton, is an advanced performance management system and strategy management tool. The BSC system combines organization strategy with the performance management. As a effective system of performance management and strategy, BSC acquired a great achievement and won impassioned welcome in the business management, but still in undeveloped state in Police management. The application of BSC in the Police performance management will help to supervise the Police strategy, so to carry out the Police strategic object, and will help go improve Police work efficiency.This thesis elaborates the theory of performance evaluation and BSC. It summarizes the difficulties of our Police performance evaluation, and analyses the application of BSC performance evaluation in our Police. On the basis of functional analysis in Police, this thesis constructs the index system of performance evaluation in Police and determines the index proportion; and it conducts a positive evaluation of the performance in Police.
