China and European Union , important powers in present global economy and international politics , have been playing an important role in modeling new international order after the Cold War. From the perspective of Sino-EU political relations, the thesis is to probe into the development course of bilateral political relations since the 1990's and seek for driving forces of developing bilateral political relations in the future. The thesis reviews briefly the development course of Sino-EC political relations during the Cold War, assuming that although bilateral political relations made rapid progress during this period, they were lack of long-term strategic common understanding and solid cooperative foundations. The 1990's was a period serving a link between past and future for Sino-EU political relations. Motivated by economic interests, political consideration and strategic understanding, European Union positively adjusted and enhanced its China political relations. Sino-EU political relations tended to be mature in the early period of the 21 century. China and European Union remolded their new thoughts towards developing bilateral relations, established comprehensive strategic partnership and opened up a new prospect for bilateral political relations. There are restrictive factors in Sino-EU political relations. The thesis firstly expounds existing problems and the causes of them in bilateral political relations, then analyses American factor in Sino-EU political relations in details. Sino-EU political relations have accumulated solid cooperative bases after long-term development in the past 30 years. The thesis finally points out the solutions to existing problems in Sino-EU political relations and advances policy proposals, holding that China and European Union should deepen political cooperation around the core of comprehensive strategic partnership in the future.
