This thesis intends to give a psychological explanation to US policy toward Iran in the 1990s. Drawing support from "the levels of analysis", the article firstly observes the international environment and political and economic situation in the two countries, and points out that the system analysis fails to explain the timing, degree and scope of US containment policy toward Iran, so analysis on the micro (individual) level is needed. When making micro analysis, this paper does not pause on the narration of the views of the American policy-makers on Iran, its behavior, and the policy-making environment; rather, it makes a close scrutiny into the psychological milieu of their view formation. The reason why we must probe into their belief forming process lies in the possibility of different views of different people on Iran, its behaviors and the policy-making environment, and how the systemic factors work in policy-making rest on the individuals' cognition toward them.In analyzing the view formation process of American policy-makers, this article make verified the perception theories of the cognitive school. The verifying course provides a perception analysis of US policy-making process toward Iran, makes up the deficiencies of the systemic explanation, and also provides enlightenment of a more reasonable and feasible US policy toward Iran.
