This paper is based on core competence model of competency and core competence, describes the origin, definitions and research approaches of competency theory, and introduces the concept about core competence theory.It discusses the relationship of core competence, competency, and competency model, retrospects to the research results of official competency theory both within China and abroad,explores how to design core competence model of officials working in the government organizations.Some people devote their attentions to the research of competency model in recent years. Every researcher conducts research with specific direction in their research fields by using different means and terms and gets special research results. It is the enterpriser, middle-level managers and core employees that pay more attention to the model. But the competency model of public officials gets little attention. This paper aims at providing assistance to the recruitment, training, promotion and performance appraisal of public officials by researching competencies most needed in their work.This study takes the public officials with a government organization in Beijing as survey objectives. In the study the survey is carried out by taking the methods of questionnaires, in-depth interview and job description. Through conducting quantitative and qualitative analysis, it finally arrives at how to establish the structure of public officials' competency model. Core competency model includes eight competence and personality.
