Russia is a great power in the contemporary international politics. Its stratagem favor has important effection on the development and movement of international politics. After the disaggregation of the Soviet Union, Russia has been confrontted severe position. In Yeltsin era, when facing the choice of security stratagem, it has carried out 《lean to one side? (west) strategy; keep great power《strategy; 《multipolarize》strategy. But these strategies are not successful altogether. After Putin came into power, he became evaluated the overall international status of Russia. He catched the chance of '9·11' affair, adjusted Russia's safety stratagem, paying more attention to reality. Its main contents : by shrinking stratagem to relax the relations with US and other west countries; enthusiastic restraining military stratagem to keep outer security threat away, his attempts has created positive conditions for the economy develpoment and reformation. The thesis is divided into three parts. The first part : from the disaggregation of the Soviet Union to '9·11', the commonwealth of Russia as an independent country formed its national security stratagem, the reason, process and main limitation of its three times adjustment. The second part: the writer analyses the reason why Putin adjusted its national security stratagem after '9·11', recommends Russia on its initiative and compelled to shrink its stratagem for amending the relationship with west countries. In addition, Russia army strengthened military restraining power to ensure national security when facing increasingly deteriorated geography-politics position. The third part: the writer analyses Russia's national security stratagem has impacts on the international pattern and Russia itself. At the same time, the stratagem has impacts on the relationship with US, the EU and China.
