With the continuous development and improvement of the economic market in our country, some public utility industries characteristic of monopoly position have been broken step by step, facing the same keen competition and the opening and ever-changing market. However, due to the protection of national policy and the dominating competitive position resulted from the pre-emptive effect, these industries are still having large profits and having a strong appeal to the public. How to seize the opportunity and make full use of the national policy, at the same time to tighten up the internal management, becomes the most important task for companies in these industries. This paper, with the background of the Heat and Power Plant A as a case for illustration, analyses the external environment of the company, including the macro-environment and the competitive environment. On the basis of these analysis, the author points out that this company must transform from production-oriented into market-oriented enterprise. Since the transformation of strategy reflecting in the performance management, the author under the new strategic framework, analyzes the problems of the management and puts forward some improvement measures.This paper is divided into three chapters. The first one is engaged in analyzing the whole environment of the heat and power plant, based on which, the author further analyzes the competitive environment of the Heat and Power Plant A by using the 5-forces model of industrial structure advocated by professor Porter from the Harvard Business School. The second chapter summaries some theories of the performance management prevailing both at home and abroad. In addition, this chapter focuses on a thorough investigation in the status quo and the present problems in the performance management of the company. In the third chapter of the paper, the author puts forward the practical countermeasures on how to improve the level of the performance management of the company.
