In Mao Zedong' s leading thoughts the administrative leading is one side which is about how the executive of the proletariat authority office to administrate the national affairs, the public affairs, the office affairs especially how to emplore a cadre.The dissertation is on the basis of the Chinese revolution and the construction practice especially Chairman Mao's administrative leading activities from the new People's Republic of China. The main purpose is to approach and carry forward Chairman Mao's thoughts which help the new period government improve the management. The dissertation is also a theory research on how to use Chairman Mao's thoughts to make the administrating work scientific.The dissertation can be devided into four parts.The first part: It is the clue of the forming and the developing of the Mao's administration leading thoughts. It tells us that even in the democracy revolution Chairman Mao began to think over the administrative leading problems which sprouted in the land revolution, formed in the anti-Japanese War and the Liberation War and developed after the foundation of the new China.The second part: It is the main introduction of the whole thoughts. It includes: first, the administrative leading system and institution; second, the duty of the administration leader; third, the quality of the leader; forth, the methods and skills of leading.The third part: It tells us that the thoughts have the characteristics of democracy, basement of people and the nationalism.The forth part: It analyzes the limitations and significance of the thoughts.The dissertation also shows that Mao Zedong' s administrative leading thoughts have the historical limitations on the relations between enter authority and local authority, the relations among the party, the government and the relations between personal rule and the law rule. However, the significance of the thoughts is so great that it provides us the useful experience.
