Mao Zedong and Deng Xiaoping are the core of China's first and second leading collective respectively. By adopting the basic principle of Marxism and combining it with China's actual conditions, Mao Zedong and Deng Xiaoping have deep thoughts and explorations of China's development and administration in their long-term practice of resolution and building of China, which forms the communist administration thoughts with Chinese characteristics. The most important and most basic characteristics of Mao Zedong and Deng Xiaoping's administration is the affinity to people which put the fundamental interests of the most common people as the basic starting point and temporary lodging of the administrative decision and all administrative activities, and try their best to satisfy people's needs and realize people's development in an all-round way. In other words, it forms the distinct human-based administrative thoughts. The human-based administrative thoughts of Mao Zedong and Deng Xiaoping have great success, and it is the marrow of the administrative thoughts of China, which has important directive significance to the present age and later age of administrative development in China.This thesis has five parts. In the first part, the thread and the methods of the study, the possible innovative points are proposed on the basis of the background, the meaning of the selected topic, and the comment of the achievement of the human-based administration thoughts of Mao Zedong and Deng Xiaoping. In the second part, the four important sources of Mao Zedong and Deng Xiaoping's human-based administration thoughts are displayed: the classic Marxist human-based thought; the people-based thought in the traditional Chinese culture; Sun Zhongshan's Three Principles of the People (Principles of Nationalism, Principles of Democracy and Principles of People's Livelihood); the administrative practice in the resolution and building period of China. In the third part, the thesis analyzes the main contents of the human-based administration of Mao Zedong and Deng Xiaoping from the following aspects: the position of the subject; the arrangement of the system; the running of the power; the harmonious administration and human development in an all-round way. In the fourth part, the thesis tells that Mao Zedong and Deng Xiaoping forms ways with characteristics of practice of the human-based administration because of the differences in ages, national conditions, and the difference in the aims and tasks of different periods. In the last part of the paper, the consistency and differences between the human-based administration of Mao Zedong and Deng Xiaoping is thoroughly analyzed, and it reveals that the human-based administration of Mao Zedong and Deng Xiaoping comes down in a continuous line, and it is successive, continuous, expansionary and innovative in content of the theory and characteristics of the style. At the same time, this paper explains in depth the enlightenment the human-based administration of Mao Zedong and Deng Xiaoping given to the innovation of China's governmental administration nowadays.
