Improving the technological innovative ability of an enterprise and cultivating its continuous competitive advantages have been a critical issue in the research of technological innovation. And whether an enterprise's technological ability can be effectively activated is the key ingredient of the enhancement of its technological innovative ability. However there is barely any research in the activation of the technological ability within the academic circle, which keeps the issue in the state of theoretic "black box". Therefore this paper managed to probe into the activation of the technological ability from the mechanism and discover the theoretic gist for the enterprises to make decisions on the activation of technological ability.As the foundation of the research, we first investigate the internal ingredients and constructs of the technological ability. Beginning from the knowledge hypostasis of the technological ability, the paper refers to the existent technological ability research, as well as the intelligence resource theory, proposed that from the point of view of knowledge carrier the technological ability of a enterprise is the summation of knowledge and ability which are implicated by its internal individuals, organization and substance system, as well as the coupling mechanism between them.From the view of cooperating technological learning, this paper indicates that organizational technological capacity is the outcome of the cooperating work of knowledge accumulation and knowledge application. It suggests that the activation of technological capacity is a continual process of knowledge integration and organizational learning. And at this foundation, the author divides the process of technological learning into five phases: exploding/contact, perception/description, control/interpretation, activation and diffusion. There is also a further analyse of the knowledge-transforming behavior in the technological learning process. The elements and the connecting mechanism are the guarantee of this process. The precondition of technological capacity activation is the activation of these elements. Support from dimensions of organizational culture, system and strategy make up of a supporting system of technological capacity activation.Founded on the questionnaire investigation, we integrate Factor Analysis with Analytic Hierarchy Process and constructed an evaluation system estimating the enabled Organization Technological Capability. Thus we can learn the status ofenabled Enterprise Technological Capability by observing the ratio of the output variation of Organization Technological Capability to the variation of Technological Capability. This provided an exercisable tool for enterprises estimating the level of enabled Technological Capability. In this paper, there is a case analysis of Xinchang Pharmacy Corporation which qua evidence proved the theory.Based upon the discussions above, policy implications are outlined from three different aspects: Improve enterprise's consciousness of activation, accelerate process of activation, advance supporting system of technological capacity activation. Finally, research conclusions are summarized and future research directions are also noted.
