Nowadays, the development of science has become the major source of economic growth. Corporations are the micro basis of the economy; therefore, its technology capability will affect the progress of both itself and the whole economic system. Based on these viewpoints, the paper states that the essence of enterprise technological capability development is tacit knowledge conversion, and puts emphasis on the modes of technological capability development based on tacit knowledge conversion.The paper stands on the viewpoint of tacit knowledge conversion to research on the development of enterprise technological capabilities, the process of enterprise technological capabilities development is a "Flat-Step' Model, in which the four composing factors accumulated in each flat and the overall technological capability pops up the steps. In this paper, the relationship between the four composing factors of technological capability and tacit knowledge conversion is analyzed, which proves that the development and promotion of composing factors of technological capability is actually the process of knowledge flow and conversion. If the composing factors of technological capability accumulated to some extent in one flat, the overall technological capability will pops up one step to a new flat. Based on these viewpoints, five modes of technological capability development are put forward in the last chapter of the paper, including technological import, cooperative production, cooperative R&D, enterprise A&M and independent R&D. The development mode adopted varies in different development stages of technological capability, finally, the paper illustrates tacit knowledge conversion in different development stages of technological capability through the case study of Haier Group and Changhong Group.
