After the WTO, under the influence of factors that tariff concession, quota, licensing system loosening and monopoly sales canceling gradually, domestic cigarette market open further, tobacco trade can't rely on the support and protection of national tobacco's monopoly system totally. So Wuhu tobacco company should adopt chain operation such a whole-new market control mode, drive on the retail market of cigarettes, control the terminal sale of cigarettes on the premise of not depending on the administration means, realizing to the cigarettes market occupied effectively, turning the partnership relation of one with retailing in theory into the community of realistic real partnership relation and interests as soon as possible, really realize the " two-win "of wholesale and retail, give security for the sustainable development of enterprise.This text make the simple introduction to chain operation at first, later analyze the domestic and foreign environment that the tobacco company of Wuhu faced, describe the necessity and feasibility of chain operation of cigarettes, then combine the reality of tobacco company of Wuhu, put forward the basic mode that "two chains and one lock" which should be adopted in chain operation of cigarettes, explain the operating mechanism that chain operation mode of" two chains and one lock", finally analyze the question that should be paid attention to in operating and development plan.
