The policies suggested by the CPC after its 16th convention that 'to regulate and develop the self-discipline organizations such as the guild and the chamber of commerce according to the marketing principles' and 'to exert the social groups, guilds and social agencies to deliver services, claims and regulate the behavior of the members of society, and form the composition of forces to manage and service the society', sufficiently reflected the recognition and expectation of ministerial party on the social organizations such as chamber of commerce.For the reason of realizing why China want to develop chamber of commerce, and illustration its core value, this paper begins from the properties of the chamber of commerce, analyses many chambers of commerce of various countries and areas, sums up many values that the chamber of commerce can supply for its member, the government, and the society. And the result got by using the theory of social capital is that the core value of the chamber of commerce is the creating of social capital. A good exterior environment and inner reform is required to make its core value come true. The chamber of commerce should construct a relationship network, make regulations and build up credit to contribute to the construction of harmonious society in China.As a member of Chinese chambers of commerce, China General Chamber of Commerce (CGCC) possess a good foundation, and its work till now is just good, but CGCC should guided by the theory of social capital, and pay more efforts in exterior conformity, inner reform and developing key functions to suit for the increasing-requirements of Chinese trade.
