Nearly 4 years passed since China's entry into the World Trade Organization. Joining into WTO has brought about distinguished influence to China's economy life and such influence will necessarily continue, because it is the second revolution compared with the first revolution called Reforming and Opening in the end of the 1970s. As a member of WTO, China will have to face both opportunities and challenges. So does China's policies and laws on international shipping industry. How to meet either the regulations of WTO or the trend of China's socialist market economy? How to prevent China's shipping team from being destroyed by overseas group without breaking the regulation of WTO? All these are the hot topics in the circle. By elaborating the concepts, rules and regulations of GATS and WTO, this paper, draws out the frame of shipping policies and laws concluded in the said regulations, introduce the negotiating course of progressive liberalization, systematically studies China's current shipping policies and the present situation of opening, exhaustively analyzes the influence, pressure and key problems China's shipping industry will be facing, puts out some views, ideas and constructive proposals of how to readjust China's shipping policies and laws.
