The Western Region Of Local Government Functions And Optimization

Nowadays with the great achievement gained from reforming and opening and its further development, constructing the harmonious society and coordinating development has become the subject to continuous, swift and healthy development of Chinese economy in the 21st century. Though western region development strategy has been implemented for six years, the development gap between the west and east still exists and is enlarging, which causes people to reconsider the function of the local government in the process of market economy constructing in the western region. As the main body of regional economy and social management, the difference on the ability of economy control is decided by the different governmental function deployment. In the new era how to reconstruct the governmental function in west region has become focus to reducing the gap, realizing the coordinating development and constructing the harmonious ethnic region.This thesis considering the development gap enlarging between east and west in the background of "west development strategy" as the key point, treats the development gap reducing as the start point, makes a general theory analysis of the government function reconstruction. It analyzes the differences of the functions if the process of construction between east and west, and points out the contents of reconstruction, that is to correct the governmental failure and make an adjustment of market failure. Meanwhile it probes the reason for reconstruction from the social angles and economical angle. In the process of development in western region the government is facing the following general problems such as the readjustment of interest, short of finance and human resource. The construction of government function is also confined by back-forward management view and the simple methods for function. So the following principles should be followed: dynamic balance principle, adaptable and creative, and the government function should be defined in reinforcement of the government function of leadership, general control, coordination and public service. It is very important for sweeping the blocks and adjudging the direction for the development. So the ways for realization of reconstruction are creating new views, redeploying the contents, creating new systems and making clear distinction of right and responsibility. The perfection of western local government function is a process for creation and a reciprocal coordinating for the content, ways and relationship of the main bodies. As the main body, the western government must find the balance between government function and social environment in order to realize the adjustment of its function and structure, deploy public resource reasonably and make a rapid development for it.
