Study On The Establishment Of China's Rural Social Security System

Social Security System, as the "safety net" and "stabilizer" of society, plays a key role in achieving social equity, protecting the basic rights of laborers, promoting the development of the economy and the progress of society. It is the requirement of the market economy and means of resource distribution.The existence of the urban-rural dualistic structure leads to the dualistic character of Social Security System. Our government has established a widely contained Social Security System for urban dwellers, while rural Social Security System is at the margin of China's Social Security System all along. Many Social Security programmers exclude rural dwellers. Rural Social Security System is still mainly a system of family guarantee and is not Social Security System in real sense. The dualistic Social Security System is a barrier to the harmonized development of urban-rural and the realization of modernization. In the new historical period for the social and economic development, there is a historical significance to establish and perfect the rural Social Security System.In the past, researchers focused mainly on urban Social Security System, while paid little attention to rural security system. For this reason, I choose rural social security as my degree dissertation to establish rural Social Security System suitable for the situation of our country.This dissertation discusses the establishment of rural Social Security System from four aspects.The first part analyzes the connotation and features of rural Social Security System, pointing out that it is the government's responsibility to establish rural SocialSecurity System.The second part illuminates the present situation of rural Social Security System in our country, points out the problems of it and analyzes the reasons for them, interprets that the existence of dualistic economy, the lack of fund resources,the lag of social security legislation, together with the peasant's lack of social security consciousness lead to a slow progress of rural Social Security System.The third part introduces national and international experiences in establishing rural Security Systems, by quoting the rural Social Security System of Shanghai, Zhejiang, Beijing and Japan to draw some revelations for the establishment of rural Social Security System in our country.The forth part expounds the principles to establish rural Social Security System and then excogitates the rural Social Security System. The excogitation for rural Social Security System is divided into several stages and regioas and focuses on the patterns of funds collection, funds management to a . practical value to this dissertation.
