Analysis Of Rural Social Security Issues

The social security system is " safety net " and " shock absorber " of the society, which concern social stability and coordination of the economic society to develop in a healthy way, the sound, effective social security system is the important component with indispensable of socialist market economy. Through the exploration of more than ten years, our country has already set up the basic frame of the new-type urban social security system tentatively, but China's rural social security institutional improvement is still relatively weak; Especially the particularity of the rural economy, rural development and rural demography in recent years, has increased the social security question of the countryside of China to the important status that theoretical research and reform practice. Under these two big background, the rural social security system ought to cause more concern.Forefathers have carried on research to the rural social security system from various visual angles, such as economics, statistics, demography, law science, management, sociology, etc., they put forward and prove their own opinion, suggest ways and means in order to accelerate the construction of rural social security of our country. But in general terms, the theory still lacks strategical planning and long-term guide to the construction of the rural social security system, fail to form the unified scientific understanding.This paper based on the theories of basis social security and the newest achievement of the research in policy of social security, make a deeper discussion on rural social security system with perfection to China, adopt the methods of theory to combine with practice mainly, unified logic and history, standardize analysis confirm to analysis with real example, general research combine with key research , total amount analysis combine together with the structure, look for the new mode of rural social security system which is suitable for the China's actual conditions .This paper is divided into six parts, the first part, through explaining the meaning, content and economic effect of the rural social security, have defined the theoretical foundation, research object and method of this text. Second part, investigate the current situation of China's rural social security development from two respects of agricultural production and peasant's life, and announced the subject matter of the existence from the real example. The third part, the paper made a concrete analysis offoundation of the traditional family of China supports parents and current situation. The fourth part, it have explained the current situation of ourcountry's rural social endowment insurance -puzzling development.The fifth part, it have proved the necessity, feasibility of perfecting the rural social security system from combination of the theory and practice. The sixth part, this paper has put forward the policy recommendations of social security system of perfecting the countryside further.As for the innovation of this paper, one is while analysing the current situation of supporting parents in the countryside, not describing the current situation of the existence concretly at the beginning, but analyse demand and supply for supporting parents in the countryside in terms of theory, in the next part , analyse the challenge that the family support parents and face in term of supplying concretly. Second, in supporting parents and ensuring the system, I do not admit the era of implementing social pension has already come, I think that supporting parents should also take family as the core.
