| This paper firstly analyzed the relation of corruption and institution according to the new institutional economics. Thought that corruption is not only because of man's thoughts, but also institutional problems. The institutional problems are root problems. If do not solve the blemish of the institution, the struggle of anti-corruption can only palliate and not solve the root problem. On the basis of analysis above, the paper introduced the rigorous situation that anti-corruption confronts, and pointed out that corruption phenomena have enlargement trend in scale. China is in time of much more emergence of corruption phenomena. Then revised common opinions on anti-corruption of three collective of the Chinese Communist Party during the course of anti-corruption and solution of international society. Regarded institution as solution of anti-corruption. The foundational way of anti-corruption through institution consists in the democracy and the rule of law. The basic form of realizing the democracy is to let the citizens participate in politics and argument politics, realizing independence and supervision between government, market and civil society. The foundational way of anti-corruption consists in normalization and institutionalization of national affaires. |
