Modern project management is not only an important part of modern manages science, but also a major manage model in current society. The prospecting or design, which is the important stage of the project construction process, also has many management processes, and could be managed as a project. Although the prospecting and design industries are worked as project all along and generally have a project -manager system, most of the project managers are only responsible for implementing projects on time. And the project managers who are only subordinate to functional departments have no control power to the project. The so-called project management is only the extension of administration; therefore real project management does not exist. This paper which introduces modern project management theories into the realm of prospecting and design management, possesses practical meaning for reforming traditional management model, for building up and amplifying the system of prospecting and design project system, for fully and scientifically carrying out modern project management, and for improving the whole management level and economical benefits. This paper may be theory and practice references for the reformation of project manage system for similar prospecting and design institutes. This paper which is guided by modern project management theory, and based on deeply analyses of the situation and problems of the prospecting and design project system in the SC Design Institute, aims to put forward the concrete and feasible suggestions and measures for system reformation of prospecting and design project management through beneficial probes into its problems of design project management system reform.
