The Research On The Hainan Province Government Reformation Based On The Project-Oriented Management

The government organization reform had the extremely vital significance as to the national development, and the official organization reform research already gradually becomes a big hot topic. Presently, the government of China is facing many new challenges, in addition to low efficiency, and needs to carry on the reform. The management theory and the management practice enriched unceasingly make many references to the government organization reform. In particular, the project management has the very deep inspiration regarding the government organization reform.Now with the new conditions of the society and economy, our government is faced with the new challenges. It is accepted that the correct reform of the government is of importance to the development of the society. It is important to introduce the Project Management Methodology into the government organization reform. On the one hand, it may promote the government administrative efficiency. enhances the government ability to solve the thunderbolt and make rapid reaction; on the other hand the implementation of project management has the extremely profound influence to the government organization reform. It can be treated as the new attempt of government organization theory.Since founded, Hainan Province has been pursuing carrying on"the small government, the big society"reform exploration, as the forerunner of government reform. This paper, mainly take the Hainan Provincial government organization reform as an example, analyzes its reform course, reforms the bottleneck and the improvement direction, and attempts to introduce the Project Management Methodology into the reform practice. In addition, this research attempts to provide one kind of management theory support for government organization reform, and explores the application of Project Management Methodology in the government reform.The structure of the paper is as follows: firstly, analyzes the present situation and the necessity of government organization reform, and explains Hainan Province's background, propose and content of research. Secondly, reviews the course and experience of our country's government organization reform, studies the question currently faced, and reviews the government organization reform of the Hainan province. Thirdly, summarizes the Project Management Methodology from the related knowledge and the system theory, proposed the characteristic and the essence request of project management, and analyzes the necessity and the feasibility of introduction of Project Management Methodology into government organization reform. Finally, analyzes the mechanism of the application of Project Management Methodology to the government organization, design the specific pattern of the introduction of Project Management Methodology into Hainan Provincial government organization, tries to construct one kind of government organization, which is more highly effective, with the responsibility and right plainly defined, to provide a guidance to the current government organization reform in China.
