Urban fringe, the change of land use in this district is the most radical in a city In China, the district is concerned by more and more researchers in last decade because a city's sustainble development is based on the sustainble land use in this district. The author focus on this district After deeply analysis , the author think land property rights restriction and planning control are two basic ways of sustainble land use in urban fringe in China. This thises is divided into five parts: The first part is introduction. It privide this article's research background and train of thought. Part two give the basic conception of urban fringe and its space bound .It also introduce the conception of edge effect, the author analysis the land use conflicts and land sprawl and rural land non-agricultralazation. The reason of urban sprawl is imperfect planning system which cause the lack or non-effect of planning. Rural land non-agricultralation is caused by the Chinese obselete rural-collective-land institution, the conclusion is came from the analysis of the state of land use in Bao'an district in ShenZhen,China. Part four declare the form of land property institution which can promote sustainble land use in urban fringe should be double subject of land property rights, one is state the other is peasent. That is there are two owner of title pretect the land, they supervise each other that they use their tights in a restricted field. The last part carry out the thinking of new planning system in Chinese. After analysis the relationship of urban planning and land use planning at present in China. New planning system should be adapt to socialist market economy, discard the thinking model of traditional physical and the working model of planning as an engineering technique. Using the ideas of ecology and economics to guide planning.
