China's Social Security Regulatory Mechanism

It has been more than a century since the social security came into birth in modem industry and civilization. Social security has developed into a relatively complete network of social security. China is actively promoting market engineering economic which involves the reform of the economic interests and relation between the State and the local governments and citizens. China not only needs to learn successful experiences of market engineering of other countries but also to take the general conditions of our country into account; not only establish new system, but also solve the historic burden; not only support it, but also promote it carefully, for the purpose of establishing social security system as an operational "stabilizer" of Chinese market economy system. Therefore, study on the structural and operational of the mechanism of social security is the subject of this paper.This paper set out from the basic theories of supervising mechanism of social security promptly, analyzes the experience succeeding abroad and proposed drawing lessons from it, the construction of supervising the mechanism of social security of our country has put forward the corresponding countermeasure from macroscopic.This paper is divided into five parts. The first part includes several basic theoretical problems of supervising mechanism about social security. Author's intension of the detailed explanation of social security at first is defined in this part, including concept of social security and d range of social security d. Secondly d analyzes the social security supervises the compositions and characteristics of the mechanism. The social security supervises the mechanism but formed by legal system, administrative system and three systems coordinating with each other of monitor system mainly. Analyzed the inherent demand and operation principle of supervising the mechanism of social security from the theory aspect finally. For supervise to social security construction of mechanism establish theoretical foundation some afterwards.Second part: study on foreign social security that supervises the mechanism and come to some conclusion. Compare the experience of supervising mechanismof social security of several countries, the author try to take the reasonable factors among them. After an introduction of the supervision mechanism and reform of these typical social security countries such as U.S A, Britain, Germany and Chile and analyze of the goal orientations of social security of various countries, summarize of successful experience from it, it draw lessons from the construction that the social security of our country supervises the mechanism.The third part :It is the perfection of the legal system of social security of our country. The author has analyzed the theoretical foundation of the social security law in this part, probe into the existing problem from the current situation of the legal system of social security of our country, and then propose perfecting the countermeasure. The author has analyzed the theoretical foundation of the social security law at first. Secondly the author has analyzed the current situation of the legal system of social security of our country and existing problem, finally, the author puts forward the perfect suggestion.The fourth part :It is the construction of the management system of social security of our country. The author has analyzed current situation and drawback of the management system of current social security of our country at first, secondly define the management system reform standard of the social security, has put forward the overall thinking of structuring the management system of the social security on this basis. Notifying that government's important status in the management system of the social security finally, the author proposes the government's market-based reform, and then has defined the function that the government is in the management system of the social security.The fifth part: It is the social security that supervises systematic setting-up for. The author sets up social security supervise the systematic necessity at first, and then has explained the monitor system of the social security and structured the principle that should be followed, have proposed setting up inside and inter dynamic type of social security monitor system mode of outside, and explain the construction of the concrete mode in details. The author puts forward the measure that the monitor system of the social security needs taking of setting up and amplifies finally.
