With China innovation, the relevant needs of people to limited background places of civil safety in communities are increasing now. However, the properties rights of background places are not confirmed clearly, and all individuals such as residents, developers, government relative departments, want to share profits, while not to toe the mark. Therefore based on the comparisons of correlative laws and researches of substantial evidence on the background places of civil safety in communities, this paper discussed main problems and conflicts of both property configurations. Using the theories of property rights, institutional change, economic evolution and economic game, this paper analyzed behavioral boundaries of different economic individuals, and expects of profit and loss. According to the property rights theory of Barzel's multidimensional attribution of economic goods, the paper studied the main reasons for non-equilibrium in configuration of property rights system of background places of civil safety in communities and tried to put forward a generic explanation, which would help to explain resources containing such multidimensional attribution. At the same time it could help such common resources to be used in a more effective and valid way.
