At present, the agriculture has been the weakest department, and peasants have been an underprivilige group in our country. "The problem of peasants, agriculture, rural country" makes us deeply worried. We are going and coming if keeping to traditional structure. Whereas , we need far-flung process to settle the problems with patience, and break through them on emphases. The institutional change is the furthest essential in the reform of rural economics. First of all, the system of land property right must be seasoned with the demand of times.The land problem has already been a grave social question working on the whole development of national economy in China. And it is a systems engineering to accomplish the land system reform . After finding out the sticking point of "the problem of peasants, agriculture, rural country", the paper analyses the system of land property right on historical and realistic point, and accordingly put forward a fringe thought on the system reform of land rights in our country. It intends to accord with the require of age and keep up with the tideway of ascensive society, but not to prove private land tenure or public-owned land tenure more reasonable in theory. The matter of researching is how to transfer rural resources into city resources, how to convert agricultural resources to industrial resources, how to implement scale benefit in agriculture , how to reply international competition, how to improve the level of city, how to deepen industrialization much more, how to make more people's living level and peasants' standard of living better in China. It is more important that how a newly round prologue in economic increasing can be opened by institution reform in China.
