The thesis focuses on the uncooperative or "free rider" problem which our enterprises will encounter when they respond to the anti-dumping lawsuit by foreign countries. According to the characteristic of non-excludable and non-rival in consumption, foreign market share was defined as shared resource. If our enterprises take no action to anti-dumping lawsuit, the result is that we will finally lose the shared resource. Trade association has different ways of governance which include club model. In this thesis, we attempt to discuss as a way of governance, how club model design a kind of system to organize interdependent enterprise taking collective action effectively. We analyze this problem by introducing credible commitment to the action between enterprises in the same trade and aim to find how the credible commitment changes enterprises' action from non-cooperation to cooperation. The fact that citric acid trade successfully responded to American anti-dumping lawsuit justifies the validity of this way of governance.
