The function of the corporate human resource management (HRM) has been transformed from traditional personnel management to strategic human resource management(SHRM) in the time of new economy. Since transformed from plan economy , the inefficient and contra-harmony HRM in the State-owned Commercial Bank (SoCB) are the fundamental factors why the SoCB facing so much problems as poor financial performances and bad competitiveness. It is the groundbreaking work to introduce the SHRM into the organization in order to enhance the sustained competitiveness of the SoCB. Basing on the view of strategic human resource management, the paper try to proposes some countermeasures to improve human resource efficiency , which can help the state-owned commercial banks to deal with the competition successfully in the globalization and unity the international economy.In this paper the author first discussed the current situation of the human resource and its causal analysis, then aimed at the feature of the reform of the SOCB, a strategic human resource model is put forward based on studying of the resource inside and outside the enterprises. Next ,the author gave several practical suggestions on improving the effectiveness of the Human Resource Management , such as reforming the property system perfecting the governing structure and innovating human managing system . At last, it is emphasized that the key factor to the establishment of the new mechanism geared to SoCB reform and development is to introduce SHRM, which can gain competition advantage and maintain sustained growth.
