As a member of WTO, the competition from foreign bank will lead to the mass loss of talent and decline of market share. Through respect and analysis on reform of state-owned commercial bank, we can draw a conclusion as blow: the key point of state-owned commercial bank's reform is institutions innovation on human resource management. The suggestion is: to construct perfect corporate governance, to build proper mechanism of selecting and cultivating talent, to perform effective reward institution, to construct proper corporate culture,etc..
