The human resource, especially the talented people, is the most important resource in the state-operated enterprises. The enterprises can enlarge and strengthen foe ever only if we do well in the development and management of the human resource. On the contrary, the enterprise will stand till and fall behind, even at the edge of the bankruptcy. Nowadays the job to separate the labor union and the management is not carried out completely and the position and function of the works' union is not obviously indicated yet. The labor union is limited to implement those political and welfare function just like in the beginning of the reform and open period. , its effect is also rather weak in the real coordination work. This article mainly analyzes the present status ,characteristic and functional effect of the labor union in the state-operated enterprises with the human resource management theory and the labor union organization theory, it tries to conclude the great contribution of the labor union to the development of these enterprises is as the representative of the staff members.
