Environmental Impact Assessment (EIA) is an efficient strategic defense tool in environmental management. At present, this kind of environmental manage system is been used in worldwide; China has also implemented Environmental Impact Assessment law since 2003.EIA itself is a domestic procedure, so cooperation between countries is vital to deal with the transboundary environmental impact. The convention of UN/ECE's Convention on EIA in a transboundary context is the only International EIA convention now; nevertheless, transboundary EIA system is a very new subject.Being a country which distributing many international rivers, China, however, concentrate very limited research about it. Based on the situation of less capital development principles on the new trench of cooperation between countries in Lancang-Mekong River basin, the paper carry on preliminary research from the angles of international environmental law and comparative environmental law.Through the comparison for EIA systems in the 6 countries and consultation from some successful experiences in many international basins of the world, and summarize the experience in Navigation Channel Improvement Project on Lancang-Mekong River, the paper try do some deep research on some key problems relevant on establish Lancang-Mekong transboundary EIA system. The research will provide a model for environmental cooperation in the region and push the research on sustainable develop for the nature resources of the whole basin. |
