It is an important component of a political structure reform of our country to make government affairs public.The work of government information opening from establishing to now has had a history of nearly 20 years already, which have gone through three developingstages-the eighties, the 15th National Congress , 16th National Congress. The questionsexisting in the work of government information opening at present, I think , are mainly brought out by the lack of legalization. So I propose ,we should move forward in proper time the work of government information opening in our country to the fourth developing stage, namely legalization stage: to set up nationwide unified the law of government's information opening; to make the work of government information opening further standardization, scientification, institutionalization,;to realize making the work of government information opening in the past" soft restraint" transform into " hard restraint" at legal stage.Through the analyse of foreign government's history with open information,it will be found that most country regard law as means to move forward it at the beginning of carrying on the work of government information opening. Their build-up time is earlier, so a lot of countries also carried on numerous modification in the law of information opening and they are comparatively ripe.
