With the economic globalization, the competition among commercial banks has become more intensified and financial innovation has made rapid progress. At the same time, customers' requirement become more variable, and commercial banks begain to transform production-oriented to customer-oriented. Under this intensified competition, the customer manager system come into being and began to expand. Therefore, a carefully study on the background and problems of the customer manager system, and finding the measure to develop and perfect it, is of great theoretical and practical importance to the finance innovation and the development of commercial bank. The paper spread out the study from the follow aspects.Firstly, this paper briefly introduced the development background of the customer manager system, immediately followed by lucubrated analysis of the theory root of its appearance and development, according to the Marketing Theory, Finance Innovation Theory, and Bank Reengineering Theory angle. Then draw the conclusion that, under the present financial circumstance, the customer manager system is the sound result of finance system innovation, marketing theory and a breakthrough of bank reengineering.Secondly, by use example methods, the paper analyzed introduction background the implementation situation of the customer manager system in Chinese commercial banks, and find out problems that still exists, such as, the commercial framework, the operation management system and the evaluating system doesn't fit, the deficiency of information support system, the ascending management risk, etc.Thirdly, according to the main problems, after elaborate study and research, the paper bring forward some measures to perfect the customer manager system of commercial bank in our country, from three aspects. The first aspect is organization framework designing, this can meet the implementation need of the customer manager system by made the organization soften, the decision unit decentralized, the organization broader obscured, the organization framework flatted and the information resources integrated. The second aspect is the evaluating system re-engineering. By the designing of the index and authority of the deposit, credit, intermediate business and expenditure, set up and perfect inspiriting and restricting system. The third aspect is management mode re-engineering. By re-engineering in the mode on personnel-training, team marketing, risk management and long-term inspiriting, bring forward system guarantee to the customer manager system'sperfecting procedure, and system foundation to the core competition power of commercial band.The innovation of the paper is, after theoretical analyse, it point out the conclusion that the customer manager system is the result of a kind of finance innovation and of commercial marketing theory, and educe out that the customer manager system is virtually a marketing-oriented reengineering movement of bank, is the break-through of commercial bank development of our country.
