Henan Province To Promote The Use Of New Energy Feasibility And Countermeasure

In the review of history, energy revolution primarily arose from the conflict between energy development and social development. Nowadays, with the increasingly intense conflict between the producing pattern of energy sources and ecological environment, the opening up of new energy sources has drawn worldwide attention. However, many obstacles such as high costs, lack of laws related to new energy sources and the ignorance of the importance of new energy sources have greatly restricted the opening up and employment of new energy sources. In order to solve these problems and to promote the development of new energy sources, many countries have established some laws for the compulsory consuming quota of new energy sources with the financial allowance from the government. It is worth noting that establishment of corresponding mechanisms and proper stimulating polices by government is of great significance for the development of new energy sources, which enlightens the opening up and employment of new energy sources in HN province.Henan is one of the provinces which use coal as the main energy source. With the rapid economic development in HN, the average consumption of energy sources has increased greatly which has not only resulted in serious environmental issues, but also hindered the economic development as well as the construction of the harmonious society. As a result, great efforts should be made to open up new energy sources and new consumption patterns for energy sources should be established, which has become an important portion in the successive strategy for the development of HN. Thus, the main purpose of this thesis is to make an attentive research into 2 issues concerning the open up and employment of new energy sources in HN: (1) whether the opening up of new energy sources in HN is feasible; (2) how can the new energy sources be exploited in correct and efficient ways in HN.The paper, with the literature review on research progress on the new energy sources both in HN and other parts of the world, used a large amount of data toanalyze the particular difficulties confronted in the process of the opening up and exploitation of new energy sources in HN. Subsequently, in virtue of the advantages for opening up and exploitation of new energy sources in HN, several countermeasures, suggestions as well as speculation on new energy sources were presented.An investigation on new energy sources and the present situation for their development was made in the main industrial cities in HN including Zhengzhou, Xinxiang and Nanyang etc. The statistical analysis of the collected data yielded the following findings: (1) HN has a good base for the opening up and exploitation of biological energy, solar energy and wind energy. (2) Some hindrances have influenced the opening up and exploitation of new energy sources in HN. Therefore, for the local government and enterprises in HN, the opening up and exploitation of new energy sources has a long way to go.According to the research findings concerning the opening up and exploitation of the new energy sources in HN, three suggestions were proposed in this thesis:First, as far as the objective situation for new energy sources in HN was concerned, new energy sources such as biological energy, solar energy, wind energy and water energy prominent in HN should be exploited first.Second, more preferential polices in investment, taxation, compensation and marketing exploration for the new energy industry should be carried out. Since the new energy industry is closely associated with environmental efficiency, the support of the government as the primary force is dependable for the development of the new energy industry.Third, all sorts of experimental projects concerning new energy sources should be set up in HN. Considering the high cost for the opening up and the exploitation of new energy sources, more powerful enterprises and persons should be introduced to invest in these projects. Therefore, in order to attract more capital investments in the new energy sources in HN, apart from the propermacro-introduction, the local government should provide more protective polices for these projects.It is noticeable that coal as a traditional energy source in HN has brought about many social, environmental and economic problems. In order to promote the social and economic development in HN, it is time to find new energy sources and establish new consumption patterns. Therefore, in this thesis, the attentive study on the opening up and exploitation of the new energy sources in HN is of great significance and worth further exploring in the future.
