The relationship between government and society is a vital problem of country life. How to promote the good developing trend of the relationship has been always attracted by the attention of learning circle.This paper comprehensively analyses the situation of China in 2003 and 2004,takes into account the hot issues and sensitive social problems, agrees with the viewpoint that this period is a "turning point "of China's development so as to put academic ideas and common events together, emphasizes periodic characters of the government and society in the restructuring period based on the time conditions, to analyze the cause and developing trend of the relationship, entitled the phenomenon of the " domination ", at the meantime, on the precondition of "economic and powerful" character of government, the author firstly expounds the trending and technological problem, involves the aspects of economy, politics, thinking and culture etc, maintains the principle of respecting the independency and democracy of every aspect on the precondition of the maintenance of independency of political area, so as to form a good relationship between government and society two parts of which can complement and control each other well, this relationship will accompanied by the steering of government and characterized by area independence.From this paper, it is not difficult to explore out the good interaction between government and society with the emergence of social strength and active support of government, finally we can get the conclusion that the model of "using area to control area" similar to "using power to control power" can be useful in the establishment of harmonious society and promotion of the good interaction between government and society.
