To seize opportunities and meet challenges,our government has timely proposed the construction of a service-oriented government.Towards the goal,citizen participation is inevitable to promote and improve the construction of a service-oriented government.The construction of a service-oriented government is an essential requirement for improving the socialist market economic system and a harmonious socialist society,and citizen participation is of great significance to the construction of a service-oriented government.While promoting the construction of a service-oriented government,investing more efforts on developing citizen participation is inevitable for China's reform and development.Citizen participation represents an important symbol of modern democracy and legal system.Citizen participation in administrative decision-making is the trend of modern social and political development.It is the extension of political development in China as well as a specific requirement for the construction of a service-oriented government.Citizen participation represents an indispensable link in administrative decision-making,serving as an important means to promote government departments to assume public responsibility and achieve good governance.Nowadays domestic research on citizen participation in administrative decisionmaking focuses on the value,the environment,the constraints and the countermeasures of citizen participation.Since citizens are directly affected by administrative decision-making,it is imperative to introduce a system of citizen participation in administrative decision-making that improves the scientificity of administrative policies and better serves the public interest.China is currently in the construction period of a service-oriented government,which is also a critical period for government transformation.The service subject of a service-oriented government is government at all levels;the service targets are citizens,social organizations,and the society;the purpose of service is to benefit the people and advance the stable development of society;the method of service is open and transparent;the content of service is determined by public opinion.In order to promote the success of government transformation and ensure the scientifice and democratic decision-making in administration,citizen participation has become inevitable in administrative decision-making.However,there are still problems with the current citizen participation system: low level of democracy and legalization,limited awareness and ability of citizens in participation,insufficient attention and support from the government and its staff,unsound mechanism for citizen participation in decision-making,etc.Citizen participation can play an irreplaceable role in the field of administrative decisionmaking,and it has a significant impact on the construction of a service-oriented government.Therefore,this thesis reviews the relevant theories of service-oriented government and citizen participation.Based on the current situation in China,this thesis adopts the "problemresolution" methodology to analyze the problems and the potential causes that affect citizen participation in administrative decision-making in China.Ground on the analysis,the author further proposes the following suggestions: improve the awareness and ability of citizens;strengthen the training of government personnel;balance the goals of the majorities;cultivate a supportive social environment;strengthen legalization and democratization;publicize the information of the work undertaken by the government;facilitate the access of participation channels to optimize the outcome of citizen participation,and so on.These suggestions serve to improve citizen participation and promote service-oriented government in China.
